PCSG is thrilled to have supported two specialist contactors to secure positions on a flagship National Highways framework.

The six-year Scheme Delivery Framework (SDF) marks the first national procurement by the strategic road network operator for highways renewals work. Previously, National Highways had tendered this type of work using a region-by-region approach.

We deployed a separate team to support the contractors - Mason Street Furniture and Balvac Ltd. - with work led by our highways experts, Mike Llywelyn-Jones and Brian Moss. Our input included day-to-day bid management, the development of key messages, storyboarding and evidence gathering, as well as writing, reviewing, improving and proof-reading the Quality Submission responses.

The two contractors were awarded places within Band C, for specialist works. They both secured positions in four Areas - the maximum number permitted under the rules.

Mike has led and supported over 100 highways sector bids since 2002. His deep understanding of client requirements is informed through more than 30 years’ delivery experience in the highways sector, including acting as Project Director and Project Manager on numerous major projects. He was AECOM’s Highway Engineering Stream Director for six years, with responsibility for all highways work undertaken in eight offices across Great Britain & Ireland.

From 2011 to 2016, Mike was Chairman of the ACE Roads Sector Interest Group. As part of this role, he spoke in the House of Commons three times, as well as being a key member of the industry-led group which successfully lobbied Government for an end to stop-start funding of road infrastructure.

Brian, an Associate Director of PCSG, has over 30 years’ experience in the construction industry. He spent nearly 10 years as a Regional and Operations Director for a major UK highways services contractor. He has acted as Bid Director across a wide variety of projects, overseeing many PQQs and tender submissions, and leading mobilisation teams.
